Description
The Fair Housing Initiatives Program (FHIP) is a competitive grant program established by the Housing and Community Development Act of 1987 (42 U.S.C. 3616) which allows for grants to private non-profit organizations to assist with issues of housing discrimination.
FHIP organizations partner with HUD to help people identify government agencies that handle complaints of housing discrimination. They also conduct preliminary investigation of claims which may include the use of "testers" (financially identical, but racially dissimilar applicants) to evaluate properties suspected of practicing housing discrimination.
