- The Vacant Buildable Lands Model (VBLM) is an annual analysis of the additional housing and employment capacity within the current Urban Growth Areas (UGA) of Clark County. The VBLM is a core component of the Comprehensive Planning process and is required by Washington State's Growth Management Act.Clark County has been running the VBLM since 1994. This archive begins in 1996. The VBLM is the final product of the annual VBLM run. This version of the model is optimized for analysis and display of the VBLM information.
