Abstract
This polygon data layer represents aldermanic districts for Milwaukee, Wisconsin in 1984. This data layer was created by staff at the American Geographical Society Library using scans of maps owned by the City of Milwaukee. This is the first version of the shapefiles representing the aldermanic wards and districts. Prior to 1972 aldermanic districts were called aldermanic wards. This detail is reflected in the naming of the files. The dataset was originally published by the American Geographical Society Library in 2020.
Purpose
This layer is intended for reference and mapping purposes and may be used for basic applications such as viewing, querying, and map output production or to provide a basemap to support graphical overlays and analysis with other spatial data.

Process Step
Description
The creation of version one of these shapefiles was done entirely by AGSL staff. Maps from the City of Milwaukee were obtained and scanned during the summer of 2019. The following fall the process of georeferencing, digitizing, and adding topology rules began. A map of the aldermanic wards was chosen from the appropriate year before then the NAD 1927 projected coordinate system was chosen. From here, the Milwaukee Municipal Boundary file or the Milwaukee_AldermanicDistricts_2012.shp file were opened in ArcMap. The scan of the chosen aldermanic wards map was added and adjusted to be closer to the orientation of the GIS layers. From here, control points tool was used to create links between known locations. Six total control points were added across the map before the links were reviewed and the georeferencing was updated. An empty shapefile was created in ArcCatalog in the same folder where the map was saved. The shapefile was named Ward_Boundaries_1875.shp and the projection was imported from the Milwaukee_AldermanicDistricts_2012.shp file or the TIGER_Edges layer (tl_2019_55079_edges_NAD27.shp).The shapefile was added to the Data Frame Table of Contents back in ArcMap. The attribute table was opened and a short integer field was created named Wards where the ward number identifier was added. Polygons were created using the construction tool with the snapping toolbar activated to snap the polygons to the TIGER Edge layer. The attribute table was filled in during this process. The ID field was filled by combining the map year and ward ID numbers. Next, the data was added to a geodatabase in ArcCatalog named MilwaukeeHistoricWards.gdb as a feature dataset. Then a new topology dataset was created. The "Must Not Overlap" and the "Must Not Have Gaps" rules were used to identify any gaps and overlapping polygons. Back in ArcMap, the topology dataset was added. Topology errors were identified and individual errors were evaluated using the error inspector. Using the "Fix Topology Error Tool" overlapping polygon errors were fixed by zooming to the error and merging to the most accurate line. Polygons that contained gaps were edited manually using the "Edit Vertex" tool to close gaps by either modifying the sketch or adding a vertex. Changes were saved and validated again to check for errors. The process was repeated until all errors had been fixed. During metadata creations, the file name was changed from Ward_Boundaries_1984.shp. To Milwaukee_AldermanicDistricts_1984.shp.
