Abstract
This point data layer represents addresses for Waupaca County, Wisconsin in 2013. It is a feature class within the geodatabase, Waupaca_Addresses_2013.gdb. [This feature class represents a comprehensive, spatially referenced collection of rural addresses as recognized by Waupaca County. This layer represents the location/address of primary structures (generally residential housing) throughout the County.]
Purpose
This layer is intended for basic applications such as viewing, querying, and map output production, or to provide a basemap to support graphical overlays and analysis with other spatial data. [The layer is primarily used as base reference data for digital mapping, emergency response, address centerline geocoding, and consistency checks with other parcel-based information.]

[New address is located and address point added based on various sources, identified in the ENTRY field. If structures is not visible on available orthophotography, the address point location is measured based on the application form. When new photography is obtained, the addresses that weren't visible are revisted and adjusted to correct location.]

[Original Data Creation (Started Jan. 2003) 1. Contracted Employee collected address points in the field using GPS and heads-up digitizing via ArcPad. 2. Preliminary address maps sent to townships for review 3. Discrepanices identified by townships were reconciled 4. After 2005 Orthophotography was delivered, points were spatially adjusted to match structures visible on orthos (Early 2007). 5. Adjusted addresses were compared to tax roll property addresses and mismatches were flagged. 6. Mismatches are being reconciled.]
