Abstract
This data layer represents addresses for Clark County, Wisconsin in 2019. [This data layer is an inventory for both rural and city/village addressing. The rural addressing system is based on the emergency response/rural address ordinance and managed through the Planning, Zoning Land Information Office (PZLI). The rural address system runs on a N and W grid from the south east corner of the county. All unincorporated municipalities use the county rural address grid and are managed through PZLI. The address number for a location is determined based on the location of the driveway entrance to the named road. No address numbers are given from a private road. In cases such as that, unique address or a lot designation are assigned from the proximity to the driveway/road intersection.City/Village address number locations are entered by PZLI, however, the addressing in these locations is managed by each municipality and is not communicated directly with the county. Each municipality has a different origin location and directions for their address grid. Some cities and villages also extend into other counties and their locations are not included. The point locations are either directly in front the addressed structure or on the structure. City and village addresses in the database should not be considered as a complete inventory.]
Purpose
This layer is intended for reference and mapping purposes, and may be used for basic applications such as viewing, querying, and map output production, or to provide a basemap to support graphical overlays and analysis with other spatial data. [The address layer marks the location of each known address number within Clark County. It is an inventory layer which is used by many departments, the community and businesses. Its main purpose is to serve the Planning and Zoning Dept and the Sheriffs Dept. It is served up to the public on the GIS site as well.]

[The rural addressing system took place of the rural route system to promote the health, safety, comfort and general welfare of the public by establishing a method for physically locating properties, which is vital for providing emergency services as well as a convenience for other services that serve rural properties. The addressing system has been managed by several departments in the past but now resides with the Planning, Zoning and Land Information Office.]

Typically an address request comes in indicating the location of the address. The Land Use Technician will go out to the field and do a visual verification that will sometimes include GPS collection. The data/information is then brought back and entered into the data set.
