Abstract
[This polygon layer contains the elementary school districts within the state of Wisconsin for 2017. By law, all territory in the state must be included within a public school district. The US Census Bureau identifies three types of school districts. Unified school districts serve children of all grade levels, Elementary serve primarily students in the elementary grades, and Secondary primarily serve children in grades 9-12. Out of 422 school districts in Wisconsin, 44 are considered elementary districts.This layer is an aggregate of county-submitted data for school district boundaries.]

Statement
This layer is the result of aggregation procedures implemented over school district boundary data provided by Wisconsin's 72 counties. Counties that specifically contributed school district boundary data: Dodge County Kenosha County Oneida County Racine County Vilas County Walworth County Washington County Waukesha County Each county-submitted layer was checked for proper school district code attribute information and general location accuracy of school districts. Layers were reprojected to NAD_1983_HARN_Wisconsin_TM (EPSG: 3071), exported to a geodatabase feature dataset, and checked for topology errors. Topology errors were corrected and newly created Null features were merged into the appropriate adjacent school district polygons. School district name, Census LEA code, Cooperative Educational Service Agencies (CESA) number, and school district type (unified or secondary) attribute information was added via a field join using the school district code (SDID) number as the join attribute. Milwaukee County also has elementary districts, however, they did not contribute a layer. Their elementary lines were digitized by hand based on the US Census elementary school districts layer but snapped to the Milwaukee County parcel layer boundaries. Census school district boundary data was much more spatially accurate for Milwaukee County than any other county in Wisconsin. The county also did not contain any official school district boundary changes (known as "reorganizations") since before the US Census' School District Review Program began around 1990 so there is a high probability that the US Census boundary lines are accurate. The parcel boundaries were used for spatial accuracy. Once all county data was cleaned and the districts were rechecked for locational accuracy, the 9 county shapefiles were merged into a single statewide layer. School districts that crossed county lines and had adjacent polygons were merged together. A final topology check and subsequent fixing of errors occured before a final dissolve that resulted in 44 school district multi-part polygons.
